Lucifer disguised as God.
God, also known as Yahweh/Jehovah
was the almighty Father and Creator of the entire universe. However, when Lucifer and his angels rebelled against Him, He banished Lucifer and his minions down into Hell as punishment. God was mentioned only, but was never personally seen in-game. Lucifer claimed that God was "the true evil" and anyone would rebel if they knew the truth about him, but Dante dismissed his words as lies.
